Unfortunately, you've predicted an entirely plausible outcome for these folks.  In our haste to assess blame, let's remember that not all consumers are innocent victims.

In my experience, more are victims of their own desire to hear and believe what they want to hear and believe.  Sure, all your friends got 6%, but you get 1% because you're just so special.  What ever happened to common sense?</description>
